David Cheplick
Executive Director, Office of Telecommunications, Department of Veterans Affairs

CheplickMr. David Cheplick currently serves as acting Executive Director, Office of Telecommunications at the Department of Veterans Affairs. He manages programs providing business and technical assistance to VA field staffs, including long haul communication circuit provisioning, telephony system refreshment, specialized radio and paging systems design, and emergency communication installations. Mr. Cheplick also currently manages the Department’s Exhibit 300’s for Data, Voice, Video and Radio Communications.

David has worked for the Department of Veterans Affairs since May 1999. Within the former Office of Telecommunications, he served as the Director, Wide Area Network Services and Director, Telecommunications Support Services. Prior to the VA, he held a succession of increasingly responsible positions at the Department of State from 1992 – 1998.


Teresa Bozzelli
COO & Managing Director, IDC Government Insights

Bozzelli Teresa Bozzelli leads Government Insights, an IDC company established to deliver research and analysis for information technology trends and innovation specific to the public sector. Teresa is responsible for all aspects of sales, marketing, research and consulting targeted to government communities and the vendors serving the public sector. As leader of Government Insights she draws on over 25 years of experience and market leadership to develop market-shaping concepts and a research agenda specific to the government business measurements and with innovative technology advances for strategy, missions, operations and technologies unique to the government markets.

Prior to joining Government Insights and IDC, Teresa was Vice President and Partner with Booz Allen and Hamilton. In this role, she orchestrated the business development efforts for $120 million in contract value and the delivery of $60 million in annual government information technology revenues. She provided management and technical direction to a diverse team of over 300 professionals supporting CIOs and senior government executives in over 20 government and industry organizations. Teresa focused on creating value and business results for numerous government organizations through IT strategy, IT transformation, enterprise architecture, technology implementation, and customer service.

While working with senior CIOs and the CIO Council, Teresa spearheaded the development of new concepts, processes, and tools for the federal enterprise architecture used by the Office of Management and Budget to select 25 new cross government initiatives and cut redundant IT spending by $1 billion. These innovations have altered the IT budget process across the government. Teresa also led the design, development, and implementation of the first successful government-wide system for improved citizen service.

Teresa began her professional career in technology with IBM. She was responsible for numerous aspects of software implementation for the NASA Space Shuttle Onboard software and Mission Control programs. She single-handedly designed the inaugural information security program for the IBM facility that led to the first clean security program audit. This program's policy and implementation approach was extended to the NASA Johnson Space Center Information Center.

Teresa graduated with a Bachelor of Science degree in Computer Science from the University of Arkansas. She is a member of the Association for Federal Information Resources Management (AFFIRM) and the American Council for Technology/Industry Advisory Council (ACT/IAC).


Ray Appel
Manager, Americas West Enterprise Solutions and Architecture Team, Hewlett-Packard

AppelRay’s team provides strategic technology infrastructure architecture advisory and presales proof-of-concept consulting services for many of HP’s largest enterprise customers in the Western US, Canada and Latin America. He has been with HP for 20 years in various presales technical, consulting, and management roles, including managing both the Compaq Great Lakes and West Region Enterprise Consulting Services business unit for five years.

Dan Smith, Enterprise Solutions Manager, GTSI

Dan Smith has over 13 years of IT experience, 6 of which have been focused exclusively on the public sector. Mr. Smith has experience with a broad range of enterprise IT applications and technologies and holds extensive expertise around server and storage architectures, enterprise IT consolidation, and application-specific IT infrastructures.

Mr. Smith has supported numerous customers in consolidation efforts which have resulted in significant cost savings to the government and delivered increased operational efficiencies. Mr. Smith holds a wide variety of architect-level IT certifications and qualifications with many leading IT developers and manufacturers.


Chris Theon Senior Program Manager, Enterprise Computing Services GTSI

Mr. Theon has enjoyed a 15-year career in the information and communications technology sector. His experience is comprised of consulting, technical operations management, and project management experience in both enterprise and service provider operations. He possesses extensive project and technical operations management experience including risk mitigation planning, business continuity planning, job design, communication planning, and training and procedures manual development. Additionally, he has managed and participated in business process design and improvement efforts, conducted business and strategy analyses, and planned and managed strategic corporate technology initiatives.


Bill Weber
Senior Vice President, Programs & Services, GTSI

Bill Weber manages both the Professional Services and the Integration and Management Fulfillment organizations and reports to Jim Leto, GTSI's President and Chief Executive Officer.

Mr. Weber brings nearly 15 years experience building and leading professional services organizations that meet customer needs nationally and internationally. Prior to joining GTSI, he was Vice President, Client Solutions for CNT Corporation in Washington, D.C. which was subsequently acquired by McDATA, a storage networking solutions provider headquartered in Broomfield, CO. At CNT, he managed a global organization of 220 and unified consulting operations and sales into an organized go-to-market team. Before CNT, he served in several leadership positions at International Network Services and AT&T where he created and implemented operations and communications processes that increased productivity and performance.

Mr. Weber holds a Bachelor of Arts in Political Science from Washington University in St. Louis, MO. He served as a Captain in the United States Army and was awarded the Bronze Star for actions during Desert Storm.
